I am at the beginning stage of writing a concept paper at the doctorate level. Whereas the assignment below my not be a big one for you, there is an opportunity for many more assignments. So please give this assignment your best effort; that would be helpful to you and to me.
The topic I am interested in is in the area of:
U.S. Black and Hispanic students are graduating at a disquieting rate behind White students and the national average.

You may change the topic to suit your needs; in fact the topic as written above is not complete; for example, “The Effects of the States Statistics upon the Graduation Rate of Black and Hispanic States at U.S. Public High Schools” is more specific.

Your assignment is:
1. Write a Title
2. Write the First two sentences of the Statement of the Problem (1) the general problem (2) the specific problem (at least 3 in-text citations for the general problem and 3 in-text citations for the specific problem).
3. As a separate statement, you must state the independent and the dependent variables in the proposed study.
4. Write the First Sentence of the Purpose for the Study.
5. As a separate statement, you must state and cite a call in the literature for the study being developed (at least 3 citations).
Notes:
1. Use APA format.
2. This is to be a quantitative quasi-experimental study.
3. The Statement of the Problem must align with the Purpose.
4. You must give me the page number number(s) that relate to the citation.
5. I am open to suggestions if you come across a better topic.
