Notice vs no notice mass evacuations.

.  One of the most important decisions an emergency manager will ever face regardless of the disaster incident type is whether to evacuate or shelter in place. Locate one natural and one terrorism-related or man-made disaster by searching the internet. Defend the decision to evacuate or shelter in place and then discuss why the prevailing science of this disaster type says that the decision to evacuate or shelter in place is a good one. You can not choose the same disasters as any of your classmates.

2. Discuss the risks and benefits as well as the similarities and differences of notice vs no notice mass evacuations.  A notice incident or event  is one (such as an approaching hurricane) that citizens can be informed of with enough time to develop a personal plan. A no notice incident is a sudden onset disaster such as terrorism or a tornado. Think about mass evacuations preceding a hurricane. Could such an evacuation process actually result in deaths? What are the implications of mass evacuation, contraflow traffic patterns and limited housing.

Discuss five priorities in the recovery phase of emergency planning for the Gulf Coast post-Hurricane Katrina. Then, find any municipal or county EOP from one of the affected areas.
Tell how emergency managers and emergency management personnel are involved in emergency response related activities.

What is the FEMA IMAT system? Why was it created and what does it do? Who staffs it? What is the significance of the Emergency Support Functions (ESFs)? Who staffs these at the state and national level? What do these folks actually do in a disaster?

2. Choose ONE of the following and describe in detail concept of operations, staffing, roles and responsibilities, indications for deployment/activation and any other features necessary to paint an overview of the entity. Back up your writing with at least one actual example from a US or international disaster. Each student must choose differently. Citations may or may not be peer-reviewed depending on what information is out there on the internet.
