‘Governance’ is a term that refers to all the means by which various people or groups attempt to control, manage or set the course of their societies. The concept of governance, by contrast, is much more encompassing – taking in all the different ‘actors’ who can make a difference to the way a society or state is run, all the way from the ‘bottom’ to the ‘top’.
