According to the law, crimes are statutory offenses; this essentially means that: The prevention of crime should include deterrence and rehabilitation. Courts may assess punitive damages in order to punish the wrongdoer. It must be proved that the crime is dangerous or detrimental to society. A behavior is not a crime unless a state legislature has criminalized it.
