Group Assignment – Health Workforce Reforms simulation

In 2008 all the states and territories in Australia signed the “Intergovernmental Agreement for National Registration and Accreditation Scheme for the Health Professions”. The aim of this scheme was to streamline the ad hoc, often state by state arrangements of registration that existed for some health disciplines to a more consistent, Australia wide system of regulating health professionals in Australia.  This reform lead to the development of nation-wide standards and processes for some workforce groups, but not all.

The Council of Australian Governments (COAG), Health Ministers panel would now like to have an update on the reform process and particularly the implications and impact on both regulated and unregulated health workforce groups. As a sub-committee of the peak body of your identified workforce group your task is to present to the Australian Health Ministers Advisory Council (AHMAC) who are a panel of experts chosen by the Health Ministers to undertake this work for them. AHMAC will then report back to the Health Ministers Council on the state of regulation – are all the right disciplines being regulated? Are there any issues for some? Are there groups that should be included in regulation in the interests of the public?

You are members of the national professional development committee of your assigned workforce group. The Minister has asked that the following information be documented and that each workforce group present to the appointed expert panel on Monday 23 May, between 2-4 pm. Each workforce group will be expected to present a 2/3 minute summary as to the progress of their health workforce group with regard to the health workforce reforms. As members of national committees each workforce group will need to be in communication with their interstate committee members via a discussion board set up by the Minister for each workforce group, accessible on the Course Homepage.

Each workforce group (per tutorial) will be expected to supply their expert panel (ie there will be two – see below for allocations) and hence the Minister with a 2000 word report. The document will be handed up in the week to your tutor in class following oral presentations and include a summary of panel feedback and any consequent research undertaken in response. The document needs to cover the following and incorporate quality data and references:

Regulation research
•    What is the workforce group’s current position AND wishes/arguments in regard to regulation and accreditation.
•    What rationales exist for the regulation/non-regulation of your workforce group? Eg risks (links to below)
•    From an historical perspective – what means of regulation/quality or risk management have been explored, undertaken or denied to your workforce group in the past (recent and significant).
