What factors contribute to transforming social problems into policy problems? Your answer should focus on 2-3 factors including media.

The approximate plan: Section I. Introduction. Section II provides a working definition of social and policy problems and reviews their differences. Section III presents a discussion of media, power actors factors and one more factor that contribute to transforming of issues. Section IV then discusses the challenges interwoven in the process of policy making. Section V then illustrates with Kingdon’s policy model. To conclude, section VI evaluates the impact of the factors. Put pages numbers in references where possible.
