The main topic is : Impact of strategic innovation on the performance of public sector organizations in the UAE.

The main question is:
This paper aims to discuss basics and the scope for strategic innovation to examine how the stimulation strategic innovation can enhance public organizations performance in the UAE?
The research questions are:

1) How can measure public sector innovation in the UAE?

2) To what extent promoting innovation impact on public organization performance in the UAE?

The first interview was with the Ministry team on Thursday, June 25, 2015 at the Towers 12:30 pm with all of the following:
– Director of Strategic Planning Department
– Smart government project manager and member of the innovation team
– Project Management Consultant

– Risk Management Consultant
– Member of the innovation team

1. Do you think your organization do “strategic innovation”
A. Yes. Knowing that the UAE government issued in 2015 to be the year of innovation, it has been the establishment of Sheikh Mohammed bin Rashid al-Maktoum, the center of innovation for the role of the government in cooperation and coordination with all the ministries to implement the innovation.

2. Do you think that strategic innovation has an impact on the performance of your organization?

A. Yes. Where innovation affects about positive results to improve the performance of the ministry Example rationalize spending, development of new services using modern methods of information and technology, including smart phones provides cost, time and accuracy as well as customer satisfaction and the government

A. Yes. The Ministry has provided innovative services in the past and will be completed some innovative ideas to be applied in the future. For example the ministry provided the e-Dirham.

A. Yes .1- was formed a working group for innovation of specialists to study the ideas presented and evaluated and opinion and recommendation. It was also the manual mode of rewards and prizes, for example the award of Commander of the innovative, creative employee, Best idea. 2. is sending staff to get a diploma innovation in coordination with the Sheikh Mohammed Bin Rashid Center for Innovation.

A. The Ministry has a long experience in administrative support to the ministries of the other in the provision of many innovative services to provide data and reconciliations accuracy in the use of budgets and exchange them. Such as the application of Zero Balance Budget ( ZBB)

6. How does your organization seize new opportunities in order to implement change and gain acceptance of new ideas?
A. The Ministry has sent staff to visit some countries such as Singapore for the best systems have to provide opportunities for employees to learn about the latest regulations and legislation, for example, tax applications.
2. The Ministry shall from time to time to hold meetings with all employees and conduct brainstorming for new ideas.
3. Memorandum of Understanding was signed with the Organization for Economic Cooperation Organisation for Economic Co-operation and Development and development as well as cooperation with the World Bank to create a fund investment and financial solutions. To get new ideas be applicable for the UAE

7. What do you think is the impact of the following on an effective and successful innovation process?
a) Positive attitude towards teamwork.
b) Positive thinking.
c) Innovative leaders.
A. Projects teams have been formed to discuss innovations at the Ministry level where these teams are working as one team has the development of the ministry Best innovative team so as to promote teamwork among the members of one team. At the level of leadership are monthly meeting held at the level of finance minister and the membership of all managers to discuss the strategic plan, new ideas and follow up the progress of the business. Where each manager support innovative staff and innovative ideas that could lead to business development and then presented to the minister to get the necessary support and then follow up the progress of these projects and ideas. In reason of high level competition between the ministries department to submit new ideas, as well as strong competition with other ministries at the level of the UAE government to obtain the best prizes. Where the results were for the Ministry of Finance in 2014, the best point of a federal award category less than 900 employees as well as the best hand leadership award………….

8. How does your organization demonstrate utility for the implemented innovations for purposes of developing further support for such innovations, for the organization, and/or for the implementing team?
A. The saving time in dealings with customers from ministries in terms of providing them with the required budgets direct exchange control operations to rationalize spending as well as to facilitate the collection of revenue by e-Dirham and rationalizing revenue accounts directly with financial systems. These ideas accurate and reduce errors, as well as lead to avoid embezzlement.

9. How does your organization measure the performance of innovation?
A. The measure of innovation is the general framework by Mohammed Bin Rashid Center for Innovation Center, which is under the supervision of the Presidency of the Council of Ministers. At the level of the ministry are used to measure parameters such as SWOT, BASTEL as well as the performance of such as benchmarked to measure the performance of the number of new services that have been inserted .

10. What does your organization use to innovation/ performance measurement typology?
A. SWOT, BASTEL AND BENCHMARKEED.

11. Does your organization engage stakeholders and undertake extensive and continuous consultative and participatory processes in initiating, sustaining, and implementing innovations? If so, please explain how?
A. Yes. This role of the Department of change management and that by communicate with the members of the community through social networking for the exchange of information. The communication with employees is by e-mail and regular consultative meetings are then brainstorm on the level of the minister

12. Does your organization provide space or tools for obtain new idea from staff/customers? Do you really use it?
A. Yes. This is done by social networking and periodic meetings and e-mail and intranet network operations and measuring customer satisfaction or employees and beneficiaries, as well as providing training opportunities and Scholastic specialized in innovation. In addition to offering prizes that encourage individuals to put forward new ideas.

13. Did you face any resistance to change? What was your action to avoid it?
A. Yes. The change management in the ministry to find solutions to this resistance through adequate explanation for the change and the benefits that will be obtained, whether the ministry or beneficiaries, the involvement of all employees in the training program and spread the spirit of competition among employees to make changes

14. How your organization foster creative staff/idea?
A. The deployment of the spirit of competition among employees to offer new ideas and then provide competitive awards to employees creators and creative ideas. As well as the items are not ignored any idea or proposal but are answered employee His idea thanks and praise

15. How your organization evaluates its outcome goals?
A. The measurement mode targets set by the nature of the objective indicators and comparing the results obtained and that a quarterly to a monthly and some of the results on an annual basis for some the other; for example a quantitative measurement of the number of new services of total services. Or measuring the relative proportion reduces costs compared to previous years.

A. Yes. Knowing that the UAE government has announced that the 2015 year of innovation and thus on all ministries and government bodies application innovation.

A. A. We Institutional support for legal training, such as lawyers and prosecutors to get the proper training and prepare them for admission to the profession of judges to work in the courts.

6. How does your organization seize new opportunities in order to implement change and gain acceptance of new ideas?
A. The Institute since the signing of memorandums of understanding with universities to allow the trainees using the legal literature and publications through electronic sites of universities in order to provide the greatest possible compositions of the trainees and beneficiaries of the staff of the Institute. The work has been transferred from paper to electronic. As the personnel involved in the courses they offer these courses boil Institute site even benefit all employees

7. What do you think is the impact of the following on an effective and successful innovation process?

A. The number of staff of the Institute only about 43 employees, and they are cooperating to achieve the objectives of internal and external Institute and provide better services for the trainees and beneficiaries. There are also a lot of ideas to be evaluated from a specialized committee to get the best ideas.

8. How does your organization demonstrate utility for the implemented innovations for purposes of developing further support for such innovations, for the organization, and/or for the implementing team?
A. Innovation a new topic, needs some time for the application. To date we are not getting the results so far for evaluation.

9. How does your organization measure the performance of innovation?
A. The measurement of indicators adopted by the government and compared the results

A. The Institute of commitment
