.Development of a Building-wide RtI Implementation Plan (90 points): Each student will approach the assignment under the assumption that you are a second or third year principal with a school improvement plan (SIP) centered on full implementation of an RtI/MTSS framework. Your paper should be 10-12 pages in length with a minimum of 10 references in APA style. The three-to-five year plan shall involve the development of a simulated building level RtI implementation plan with a systems change perspective that involves the following seven *components:

1. The following 3 major headings – Consensus Development, Infrastructure Building, and Implementation (see below)

2.A concluding paragraph that summarizes how the effectiveness of the program will be assessed and evaluated based on results of RtI Blueprint for Implementation (NASDE, 2008). https://www.nasdse.org/Portals/0/SCHOOL.pdf
3.Where your building is in terms of present levels of implementation
4.Where do gaps in service exist in regard to full implementation
5.Statements of strengths, weaknesses and suggested next steps in the implementation sequence
6.Recommended professional development needs to address the service gaps

*All components should be addressed from a building leadership, systems perspective

Stages of Implementation

Consensus involves the staff understanding the need for change, and their beliefs that they have the necessary skills to implement the initiative or will receive the support required to develop the skills. Action steps should include the following: 1) Provide information and coordinate with district administrators; 2) provide information to school staff and others about RtI; 3) identify consensus level (survey information) necessary for implementation; 4) determine next steps; and 5) plan to support the change initiative.

Infrastructure Building requires the structures necessary to facilitate and support implementation of the RtI/MTSS framework. Schools have finite resources (i.e., time, personnel, funding, materials, technology) to invest in new practices. Action steps should include the following: 1) Form a leadership team; 2) leadership team receives appropriate training and skill development to the lead the RtI initiative; 3) complete the Beliefs Statement and the Self-Assessment of Problem-Solving Implementation SAPSI with a member of your school�s RtI team. Completed copies of these two documents shall be included as separate artifacts.
