Is the refugee crisis exposing the shortfalls of the current governance?

This paper looks at the crisis faced by Nato, UN, ect are these institutions fit for the 21st Century purpose? Is the refugee crisis exposing the shortfalls of the current governance? what needs to change both on local collective and national. Is the economic and political institutions such as the world banks in crisis? If so whats the problems?
