Student Note on the New Markets Tax Credit Program

I need a 10-12 paper (Times New Roman, 12-pt font, double spaced) addressing the critiques of the New Markets Tax Credit Program (specifically that 1) the communities that receive these credits don’t need them, 2) the credits don’t benefit the poor community, and at least 1-2 more of the issues outlined in the following article: https://cisforegon.org/wp-content/uploads/2013/12/New-Markets-Tax-Credits.pdf).

I need to address the critiques of the New Markets Tax Credit program and pose a new solution for how to deal with these critiques. The paper must have a catchy Title, headings, subheadings, page numbers, and footnotes that agree with the 20th edition of the Bluebook.
