In his 1995 book, Agenda, Alternative and Public Policies, John Kingdom describes a multiple stream,

perspective to policy making.The Multiple Streams theory focuses on four factors as most important for

understanding policy making:

1. Problem Stream: What is the definition of the problem that the policy would solve?

Potentially relevant issues;

Is their a claim of market failure? A collective action problem?
Do different people/groups present the problem differently? Which construction of the problem seems to be
winning in the court of public opinion?
Has/does the definition of the problem change over time?
What has been the role of focusing events, indicators, research, data on defining the problem?
Is the problem real?
Focusing on the Problem Stream you will need to complete a 3-5 page paper defining the policy problem your committee is addressing. Paying particular attention to how the problem impacts your home district. This is to be a persuasive paper in the since that you are trying to convince your constituents of the importance of the issue.
