Write a proposal to amend current NCAA regulations. You can chose one bylaw or a group of bylaws in the

Division I, II, or III manual.

You have been assigned a group to work with. Your group will work together to submit ONE proposal.

Part 1

Write a 3-5 page paper including the following:
1.    Explanation of Issue: State the bylaw(s) you would like to change and clearly describe the proposed

modification(s).
2.    Evidence:  Be sure to cite evidence to support the change and use credible sources.
3.    Influence of context and assumptions:  Analyze your assumptions, and evaluate the relevance of

context (context includes: mission of the division, how the current rule came into place (if known), etc.)
4.    Stakeholders:  Who are the stakeholders for this issue? (i.e. student-athletes, coaches, staff,

parents, etc.).  How will each be affected by the proposed change?  Be sure to acknowledge different sides of

the issue.

Part 2

Write a one-page paper describing the process to amend current NCAA regulations. Only describe the division

for the proposal you are submitting.  You do NOT need to describe all three divisions.

Amendments to Legislation, Bylaw 5.3.7 Committee Review – Legislation (which committee  do you think would be

assigned to review your proposal?).  Also, review Figure 5-1.

Part 3

Rewrite the bylaw(s) using strikethrough for the areas to remove and bold underline for additions.  All

amendments must include a statement of intent and rationale (see Bylaw 5.3.10 (DI) or Bylaw 5.3.11(DII &

DIII) and effective date (see Bylaw 5.3.11 (DI) or Bylaw 5.3.12(DII & DIII).

Part 4

Create an Educational Column to address frequently asked questions regarding the proposed modifications.
