BRIEF: ambulance service in England is arranged into regions. At any point in time ambulances are located at various locations in these regions. Some are under way to a different location with varying kinds of priority (picking up a patient), emergencies, low priority transport or on their way back from the hospital.
The need for ambulances happens independently from ambulance regions, and especially for life- threatening situations it is important that ambulance allocation works well. This can mean that the best ambulance for a particular emergency is in a different ambulance region than the patient.
To maintain a good coverage of travel time needed to reach potential patients ambulances may need to be moved around to strengthen the coverage of areas. For example in the case of a large incident many ambulances will need to be sent to a particular location. While those ambulances are handling that incident, others will need to compensate their coverage. The larger the incident the more likely it is that neighbouring regions will need to contribute.
As all regions are independent operations they each have their own computer systems that provide controllers with the ability to be informed about the status and location of all ambulances. These ambulances are also directed by the controllers of their own region.
In the situations described above where ambulances need to be borrowed (or might be borrowed) it is important that controllers have accurate information on the ambulances of neighbouring regions. The standard approach is done through speculative phone calls. While this works, it is far from ideal.
ASSIGNMENT
For your assignment you will need to describe a solution to the above ambulance region information problem. Your paper will need to describe an outline of the entire solution, including the technologies that could be used with justification of their use.
Your paper should cover the entire system, but should go in depth on aspects of this system. You can choose what aspects to go into depth on (but the front-end of this system is not likely to be interesting from the perspective of the paper).
